Posted below is the .pdf file of the available interim charges. In that document, Lt. Gov. Dewhurst directs examination of higher education related issues -- such as progress on the state's Closing the Gaps initiate and on-line education including massive on-line courses referred to as MOOCs -- and public education issues. In the area of assessment, Lt. Gov. Dewhurst seeks examination of the STAAR writing assessments; study of the redesign of the English I and II EOC tests; and a review of the accommodations available to students on the general assessment in light of elimination of the STAAR Modified tests after the 2013-14 school year.
Additionally, Lt. Gov. asked the committee monitor the implementation of several bills passed during the 83rd Legislative Session and recommend changes or improvements. These bills to be examined are: HB 5, relating to public school accountability; HB 1926, relating to virtual school network and other distance learning opportunities; SB 376, relating to breakfast for certain public school students; and HB 617, relating to transition and employment services for students enrolled in public special education programs.
