Funding Model for Public Education

In the last two years, the state has cut more than $5 billion in funding for public education. SBISD faced a $37 million reduction in the last two years due to a state funding decrease and now it faces a pending deficit of $15 million. The funding model for public education appears to be moving from a Target Revenue to a Formula funding model with emphasis on equity. However, the projected funding solution does not provide equitable solutions for students.

While the new Formula Funding model ($1.5-2.5 billion added) favors 85 percent of Texas school districts, SBISD is in the other 15 percent and will not be helped much.

  • $54 per SBISD student/1st Year of the Biennium or about $1.7 million total
  • $43 per SBISD student/2nd Year of the Biennium or about $1.4 million total
  • Neighboring districts are likely to get $20-$50 million per district -- or more -- from this new Funding Formula based on “equity” for all students
